320.32 (1) " A certificate of an analyst, qualified medical practitioner or qualified technician made under this Part is evidence of the facts alleged in the certificate" The Certificate prepared by a "Qualified Technician", a police officer who is qualified as a breath tech. The Certificate provides a shortcut document containing most of the pre-conditions to and results authorized by section 320.31. A difficulty will arise if the Certificate contains hearsay information or information that the QT could not have known.
