Alcohol Test Committee

It appears that the ATC is a committee of the Canadian Society of Forensic Science. Members of the latter, who may include scientists in private practice, do not appear to have any control over the selection of members of the ATC. The ATC appears to self-appoint committee members from the CFS, police, and other state labs. Some Crowns and judges seem to be of the view that the ATC is an independent body, composed of independent scientists. In St-Onge Lamoureux, the SCC seemed to acknowledge the authority of the ATC. The ATC may resist FOI applications on the basis that they are not government. It is unclear if they are accountable to any supervising authority.
